Dr. Noriko Behling graduated from Tokyo University of Education in Japan with a BA in philosophy. As a Fulbright scholar, she studied linguistics at Washington University in St. Louis and the University of Hawaii, where she earned an MA degree. Subsequently, she studied at Kyushu University in Japan and earned a PhD degree in urban and environmental engineering. She worked for the Central Intelligence Agency as a senior analyst and information officer for 20 years. She produced research papers
